In General Options page, you can customize the general options like setting Flat or Default design to the admin theme, background color, Heading tags colors, remove WordPress Help tabs/Screen options, disable WordPress updates, hide admin bar from the front end, hide admin color picker etc.
You can also add your own custom css for the admin pages.
